Tsunamis in the Mekong River?

The dramatic events following the recent Japanese earthquake, triggering an unprecedented tsunami and a serious nuclear reactor incident at Fukushima points out rather glaringly the adverse impacts arising from natural disasters caused by seismic activities and exacerbated by man-made structures.

An earthquake measuring 9.0 on the Richter scale, with its epicentre about 130 kilometres off the coast of eastern Japan, on March 11 triggered a deadly tsunami which caused tremendous destruction across an extensive part of the coastal area of that particular region of the country. As a result the Fukushima nuclear facility was badly damaged and radioactive substances were released into the surrounding areas, leading to evacuation of the people around the nuclear power plant and raising concern about fallout of radioactive materials in other parts of the country and elsewhere around the globe.

The Mekong River Basin, while seemingly having no direct link to what has happened in Japan recently, could however also be a potential site for catastrophe, if appropriate safeguards are not put in place soon. Several hydropower dams have already been built in the mainstream upper reaches of the river in Yunnan province of China, while a few more are either under construction or planned, eventually forming a cascade of reservoirs along the river.

Riparian countries in the lower downstream parts of the river, although in principle more legally bound in their actions by virtue of their membership in the Mekong River Commission , also have plans to build such dams along the mainstream of their respective reaches. The Xayaboury hydropower project in northern Laos has attracted much attention in the news recently and many academic and civic groups in the region, and especially in Thailand, have called for it to be carefully studied for potential social and environmental impacts or to be scrapped altogether. Similarly, alarm bells have also been sounded regarding the series of dams that have already been or are being constructed further upstream in China.

Geologically, Yunnan is situated in a very seismic-prone area, with numerous earthquakes occurring annually, the latest noteworthy one being a quake of magnitude 5.8 on the Richter scale on March 10, which caused some loss of lives and property damage. On Feb 23, a moderate tremor of magnitude 4.6 also occurred in the Xayaboury area of Laos, resulting in some structural damage reported even in some provinces of neighbouring Thailand. Data on the impact of the Mar 24 quake in northern Burma which was felt across northern Thailand and Laos, is still being gathered.

The impact of earthquakes on dams and the effects of reservoirs on seismicity have so far been at best muted in the critical analysis and debate when evaluating overall impacts of such man-made impoundment structures.

Even the recently published Strategic Environmental Assessment of Hydropower on the Mekong Mainstream, prepared for the MRC, did not include geological/seismic aspects with the disaster risk potential and its associated consequences in its assessment.

The question that should then be raised is: how seismic-proof are the dams on the Mekong River _ the ones already in place as well as those on the drawing boards, and what seismic design criteria have been used in these projects? The probability is small that a strong earthquake will hit one of the large dams situated especially in the uppermost portion of the river causing it to collapse. However, should it occur, the huge amount of water retained behind the dam will suddenly be released in an uncontrolled way, creating a large flood wave travelling down the river. If there is another dam located further downstream, that one will probably not be able to withstand this wave. The other dams located further down the river's cascade would also most likely break, further increasing the amount of water released. In the worst case, this may create a domino tsunami-type tidal wave effect further downstream. Such a scenario would have catastrophic consequences for the communities located in the path of the destructive flood waters.

Moreover, there is also a well-documented phenomenon called reservoir-triggered or induced seismicity. In other words, the sheer weight of the large amount of water impounded behind a dam would add pressure on the underlying geologic layer which has sometimes resulted in tremors in the vicinity of the reservoir.

How the natural seismicity interacts with the reservoir-triggered ones are another interesting case for further study and also possibly add another cause for concern.

As stated earlier, the likelihood of this happening on the Mekong is pretty small. Nonetheless, the literally earth-shaking events occurring around the globe recently, some with catastrophic effects, suggest that confident predictions on such matters may be misplaced. In short, the only certainty nowadays is, ironically, uncertainty. It would therefore seem prudent to err on the side of caution.

Following the severe earthquake measuring 8 on the Richter scale occurring on May 12, 2008 with its epicentre in the Chinese province of Sichuan, a number of Chinese experts and activists have submitted a petition requesting their government to review the safety of large-scale dam projects, especially in seismically active areas like Sichuan and Yunnan provinces, and to make the findings public.

This petition was further supported by other parties outside China.

What is really needed is an open and participatory debate or discussion on the potential risk and benefit of such infrastructural schemes located in geologically unstable regions.

Interestingly, following the recent earthquake in Yunnan, one member of the recently-concluded Standing Committee of the 11th National People's Congress of China urged the central government to pay attention to the special and complex geological and seismological conditions in that particular part of the country and to be cautious in making decisions concerning hydropower development in such areas.

Obviously, cooperation among various concerned parties, both within a riparian country as well as among the different riparian nations, in terms of sharing of information and experiences, is vital.

The idea is not to dismiss the need for building dams altogether, but any decision to proceed should be arrived at only after a critical analysis of all the feasible options, careful examination of the conditions around the dam's location including the potential risk factors, and ensuring adequate safeguards are incorporated in the design, construction and renovation of such structures.

Contingency plans and mitigation measures should also be mapped out in the event that disasters strike, as is already the current practice in some countries.

Putting in place emergency warning systems coupled with periodic evacuation drills for not just the dam operators, but also the people who might be affected is a must. It is very much like the regular tsunami alert and evacuation drills being undertaken in coastal areas or fire evacuation drills in buildings and the demonstration of safety procedures each time we fly on airplanes.

The protection systems that are to be put in place should be cost-effective, responsive and resilient to various kinds of potential shocks, including from tsunamis and flood waves _ both sea- as well as land-borne _ generated by seismic activity, be it natural or induced.

After all, the lives, livelihoods and property of some 60 million inhabitants in the Mekong River Basin are at stake.

At least 75 people were killed and hundreds left homeless Friday after a strong earthquake hit Myanmar, as aid workers said it could be days before the extent of the damage becomes clear.

Tremors were felt as far away as Bangkok, almost 800 kilometres from the epicentre, Hanoi and parts of China when the magnitude 6.8 quake hit late on Thursday. Buildings were flattened close to the epicentre, while terrified residents across the region fled their homes as aftershocks continued into Friday.

China allows more military family members to join spouses in army

BEIJING, March 25 (Xinhua) -- China recently allowed more military family members to join loved ones serving in the army, which would help nearly 100,000 servicemen to end the separation from their spouses.

This new policy was approved by the State Council and the Central Military Commission earlier this month, according to a daily newspaper of the People's Liberation Army on Friday.

The policy allowed lower-ranking military officers, such as company commanders, to live with their family members during their time in the army, while the previous regulation, which was enacted in 1963 and revised in 1991, only benefited vice battalion commanders or above.

The policy also offers more conveniences for military families with servicemen in difficult and remote regions and in special posts, such as those serving at missile and satellite test bases, to now live together, according to the newspaper.

Wang Chengzhi, a senior PLA officer, was quoted by the newspaper as saying the military would make efforts to provide housing and employment for family members.

The new policy is designed to enhance the cohesion of the military, said the newspaper.

Chinese president extends condolences to Myanmar over earthquake

BEIJING, March 26 (Xinhua) -- Chinese President Hu Jintao has delivered a message of condolences to his Myanmar counterpart U Thein Sein over the losses of life and property inflicted by a strong earthquake.

On behalf of the Chinese government and people, Hu extended heartfelt condolences on Friday to U Thein Sein and via him to the victims of the disaster which struck the country Thursday.

The Chinese president also voiced his belief that under the leadership of U Thein Sein, the Myanmar people would unite in a concerted effort to overcome the disaster and rebuild their homes.

The magnitude 7.0 earthquake that toppled homes in northeastern Myanmar has left 73 Myanmar people dead and 125 others injured as of Friday night, according to Myanmar authorities.

BEIJING, March 26 (Xinhua) -- China's Ministry of Commerce (MOC) expressed condolences to Myanmar on Saturday after a 7.2-magnitude earthquake struck the country Thursday.

BEIJING, March 25 (Xinhua) -- BRICS countries are committed to the development of developing nations and the entire world, a senior Chinese official said in Beijing on Friday.

"It is the noble goal and the strong desire for peace, cooperation and development that made the five countries gather together," said Chinese State Councilor Dai Binggu in a meeting with experts and scholars of think-tanks from Brazil, Russia, India and South Africa.

The experts and scholars, along with their Chinese peers, held a symposium in Beijing on Thursday and Friday to provide suggestions for the third BRICS Leaders' Meeting scheduled for mid-April in southern China.

The BRICS mechanism upholds the principles of openness and transparency, said the official.

BRICS is a group acronym that refers to Brazil, Russia, India, China and South Africa, which are all considered to be at the same stage of economic development. The countries are also called emerging economies. Many economists believe that the rise of BRICS countries will make the world economy grow in a more balanced way.

"The BRICS countries are not only committed to their own development, but also to the development of all developing countries and the whole world," he added.

"Peace, development and cooperation have become the trend in today's world, and interests of different countries are closely interwoven to an unprecedented degree," Dai said.

exile maybe for the rest of his life. Was it father like a son ? Will

exiled to Thailand because of his alleged connection with Khmer Serei
supported by South Vietnam and Thailand. In fact Sam Sary was not a
fan of anti-monarchy like the rest of Khmer Serei leaders, he still
revered King Suramairth and Queen Kosamak, but the campaign against
him was real and serious he was labelled as dog (Sam Sary Chke Khnom).
Sam Sary was not trusted by KHmer Serei leaders, there were two group
of Khmer blues one in South Vietnam and another in Thailand, they both
were financed by American. Sam Sary was accused of womanizing and do
nothing just shuttling around from Saigon to Bangkok, later on he was
mysteriously assassinated.Doing politic an exile is very difficult and
subsequently the name and the fame will be faded away .Personally lok
Sam Raingsy is a nationalist and he is a selfish too he loves one man
show and one man run . He doesn't like to associate with khmer
intellectuals, that why he never recruited nor solicited any good
khmer intellectual to work with him . There are so many good people
left him because of his personality and working style. Now in exile he
is relying on international communities to restore his parliamentary
seat, he does not need Cambodian. Most Cambodian oversea is sick and
tired with Sam raingsy, they did not even to see him when he came to
their town.By all means lok Sam Raingsy is still a guest of VOA for
giving opposing views regarding the kingdom of Cambodia. Prediction :
He will kiss ass Hun Sen for pardon from the king then he will resume
his duty as opposition party in order to support a democratic system
in Cambodia, but one thing Hun Sen want from Sam Raingsy is not to
mess around with Vietnam.

This one I just found is a rare picture of men from the 2d Brigade, 1st Infantry Division landing at Vung Tau on 13 July 1965, at the beginning of the massive US troop build-up in the Republic of Vietnam. The 1st Infantry arrived in Nam with it's old M-14 rifles, the new M-16s going in priority to elite units such as the 173d Airborne Brigade, the 101st Airborne Division or the 1st Cavalry Division.

Here's probably one of my favorite pictures of Vietnam found on the net, the quality of it is quite unbelievable, it shows men of C-1/8 Inf, 1st Brigade, 4th Infantry Division descending the side of Hill 742 located five miles northwest of Dak To during operation MAC ARTHUR, 14 November 1967. The original picture is 2800x2200 and you can see it in all its glory here at CMH:
This one I already posted in another thread but I found it truly remarkable so I put it here too, a M551 Sheridan of the 11th Armored Cavalry Regiment. I don't have any other info on this picture unforunately, but it looks like it might have been taken during the Cambodian incursion in 1970.

Beautiful photo taken from a slick flying over a village located near the Black Virgin Mountain (Nui Ba Den) in Tay Ninh province. Vietnam was truly the beauty and the beast: heaven from the sky but a nightmare when on the ground.

Sea in 1980. There is no words to describe how happy I am and I would like to
take this opportunity to thank all of you from the bottom of my heart for saving
our lives that day. My name is Shelley McElheny (was Ngoc Giang) and I was 17
at the time of the rescue. Our boat had been drifting for many days (I could
not remember exactly for how long) and we had no way of telling where we were at
all. The trip that started with 48 people (many of those are young children)
and was intended for 3 days ended up adrift for 13 to 15 days. We already ran
out of water and food for a while and had lost 4 children toward the end (the
5th child ended up dying very soon after we were rescued by the USS Joseph
Strauss DDG-16). I remember that we saw ships at distance every once in a while
without visual aids and we tried to get help any way
we could think of but none approached us. It was a hopeless situation until
July 15th, when your aircraft spotted us and called for the Strauss to come pick
us up. Without your crew's help and the help of the DDG-16 vessel we would not
have made it. On behalf of the Vietnamese Boat People, group "43", we sincerely
THANK YOU so very much for saving our lives! We are forever grateful for your
humanitarian act.

To whom it may concern, I am one of the boat people who was rescued on
July 15,1980 by the USS Joseph Strauss. From the bottom of my heart, I
would like to thank all the crew members who were involved in the
rescue. Your humanitarian act will be forever in my heart, my mind and
soul. You have saved my life and made me of what I am today, a college
math professor.

I've often wondered what happened to the brave people we rescued that
day in the South China Sea. I remember the burial at sea of the baby
that didn't make it to safety. I also remember how hard it was to sink
the boat. The five inch gun passed right on through it, the machine
gun fire didn't let enough water in to sink a buoyant wooden boat. The
concussion grenades we had made a lot of noise but didn't hole the
boat. We then pumped 50 gallons of fuel into the boat and set her
afire. I remember going to the Mess decks and being absolutely amazed
by the spirit of the children, a little food, a little water and two
hours after facing a n unknow fate the kids were racing around playing
with the sailors. I remember in our attempts to provide clean clothes
to the people we had rescued we "confinscated" some of their clothing
only to find that there was gold sewn into the seams and hems of many
of the jeans and pants. As I remember the explanations from those
rescued this had survived tow or three searches by "pirates" before we
rescued them. We on the Joseph Strauss received some sort of
Humanitarian Service Medal for the rescue. I know that this is one of
the bright spots in my twenty year navy career and it makes me
extremly happy to know that many of the people we saved made it to the

On July 15th 1980 I was getting the rare chance as a Snipe
(engineering officer) to stand a bridge watch. I was the JOOD on I
believe the 1800-2000 watch. Bob Bender was the OOD and Mark Bauer in
CIC. As Mark said in an earlier posting a Navy P-3 vectored us to the
drifting refugee boat. We spotted it about an hour into my watch. As
JOOD I was conning the ship, I remember desiring to make the approach
so as to put the bow upwind and let it slowly drift down on the
refugee boat. The Captain didn't like the way I was doing this and
took the conn from me. He gave some helm orders and I thought for sure
we were going to hit the boat! We didn't and it slid down our
starboard bow maybe 10 feet away. I can remember the CO leaving the
bridge to go to the fantail and supervising loading the refugees and
taking the conn with him. He liked to supervise! I remember looking
down from the bridge wing at the boat 45 feet below. You could clearly
see what a poor state the people were in. It was a site I'll never
forget. I remember the little girl that later died being passed up to
the ship first. Now switch to 1995. I am living in Falls Church
Virginia. On Route 7 at the west end of Falls Church is a small
Vietnamese store. In the front window is a painting of Joseph Strauss.
The perspective is looking at the starboard side as if you were in the
water. Its how the refugees would have seen us that evening. Pete
Hackett, the Gunnery Officer in 1980, the officer in the Gun Director
when we tried to sink the boat with MT51, and myself went into the
store and asked the owner about the origin of the painting. He did not
know. I have always wondered if someone we picked up that day painted
the picture. If any one knows please let me know. The painting is
still there in December 2002. Its great to hear so many of the people

On 21 August, CGN-35 Truxtun rescued 42 Vietnamese refugees 210 miles
southeast of Saigon, and DD-976 Merrill rescued 62 200 miles southeast
of Saigon. The next day, TAO 107 Passumpsic, guided by P-3 aircraft
from Patrol Squadrons 26 and 1, rescued 28 refugees. On 3 September,
DD-966 Hewitt rescued 12 refugees. On 1 October, DDG-21 Cochrane
rescued 104 refugees about 620 miles east of Saigon, ATS-3 Brunswick
rescued 27 two days later about 300 miles southeast of Saigon, and, on
6 October, LCC-19 Blue Ridge, rescued 91 refugees. On 27 October,
TAOT-175 Sealift Arctic rescued 300 refugees 240 miles southeast of
Saigon. On 29 October, DDG-33 Parsons rescued 110 more 330 miles south
of Saigon. On 8 November, FF-1067 Francis Hammond rescued 85 refugees
200 miles southeast of the Vietnamese coast.

South China Sea, Summer 1989

On 16 May 1989, DD-973 John Young rescued 46 Vietnamese refugees in
the South China sea, 200 miles west of the Philippine island of Luzon.
From June 1988 to this rescue, Pacific Fleet ships had rescued 354
refugees. On 26 June, CG-24 Reeves and DD-991 Fife rescued 92 refugees
about 320 miles southwest of the Philippines. From 1983 to this
rescue, Navy forces had assisted 1,380 refugees. In August 1989, CV-61
Ranger rescued 39 refugees amid heavy seas and monsoon rains about 60
miles from Cubi Point, Republic of the Philippines. On September 6,
CG-52 Bunker Hill rescued 49 refugees about 200 miles northeast of
Singapore; the next day the Vietnamese were transferred to TAE-26
Kilauea for transport to Singapore.

On 17 May 1990, FF-1053 Roark rescued 42 refugees from an unseaworthy
craft. The Navy Salvage Ship ATS 2 Beaufort, based in Sasebo, Japan,
rescued 24 Vietnamese refugees on 26 May 1990 in the South China Sea.
The refugees had been attacked by Vietnamese pirates and were without
provisions. Two days later, on 28 May, 77 refugees were rescued from
another vessel that was determined to be unseaworthy.

This one I just found is a rare picture of men from the 2d Brigade, 1st Infantry Division landing at Vung Tau on 13 July 1965, at the beginning of the massive US troop build-up in the Republic of Vietnam. The 1st Infantry arrived in Nam with it's old M-14 rifles, the new M-16s going in priority to elite units such as the 173d Airborne Brigade, the 101st Airborne Division or the 1st Cavalry Division.

Here's probably one of my favorite pictures of Vietnam found on the net, the quality of it is quite unbelievable, it shows men of C-1/8 Inf, 1st Brigade, 4th Infantry Division descending the side of Hill 742 located five miles northwest of Dak To during operation MAC ARTHUR, 14 November 1967. The original picture is 2800x2200 and you can see it in all its glory here at CMH:

This one I already posted in another thread but I found it truly remarkable so I put it here too, a M551 Sheridan of the 11th Armored Cavalry Regiment. I don't have any other info on this picture unforunately, but it looks like it might have been taken during the Cambodian incursion in 1970.

Beautiful photo taken from a slick flying over a village located near the Black Virgin Mountain (Nui Ba Den) in Tay Ninh province. Vietnam was truly the beauty and the beast: heaven from the sky but a nightmare when on the ground.

Ia Drang - Where Battlefield Losses Convinced Ho, Giap and McNamara the U.S. Could Never Win

Forty-five years ago this fall, in November of 1965, a lone, understrength battalion of the 1st Cavalry Division (Airmobile) ventured where no force—not the French, not the South Vietnamese army, not the newly arrived American combat troops—had ever gone: Deep into an enemy sanctuary in the forested jungles of a plateau in the Central Highlands where the Drang River flowed into Cambodia and, ultimately, into the Mekong River that returned to Vietnam far to the south.

What happened there, in the Ia Drang Valley, 17 miles from the nearest red-dirt road at Plei Me and 37 miles from the provincial capital of Pleiku, sounded alarm bells in the Johnson White House and the Pentagon as they tallied the American losses—a stunning butcher's bill of 234 men killed and more than 250 wounded in just four days and nights, November 14-17, in two adjacent clearings dubbed Landing Zones X-ray and Albany. Another 71 Americans had been killed in earlier, smaller skirmishes that led up to the Ia Drang battles.

To that point, some 1,100 Americans in total had died in the United States' slow-growing but ever-deepening involvement in South Vietnam, most of them by twos and threes in a war where Americans were advisers to the South Vietnamese battalions fighting Viet Cong guerrillas. Now the North Vietnamese Army had arrived off the Ho Chi Minh Trail and had made itself felt. In just over one month, 305 American dead had been added to the toll from the Ia Drang fight alone. November 1965 was the deadliest month yet for the Americans, with 545 killed.

The North Vietnamese regulars, young men who had been drafted into the military much as the young American men had been, had paid a much higher price to test the newcomers to an old fight: an estimated 3,561 of them had been killed, and thousands more wounded, in the 34-day Ia Drang campaign.

What happened when the American cavalrymen and the People's Army of Vietnam (PAVN) collided head-on in the Ia Drang had military and civilian leaders in Washington, Saigon and Hanoi scrambling to assess what it meant, and what had been learned.

Both sides understood that the war had changed suddenly and dramatically in those few days. At higher levels, both sides claimed victory in the Ia Drang, although those who fought and bled and watched good soldiers die all around them were loath to use so grand a word for something so tragic and terrible that would people their nightmares for a long time, or a lifetime.

The big battles began when then–Lt. Col. Hal Moore, a 43-year-old West Point graduate out of Bardstown, Ky., was given orders to airlift his 450-man 1st Battalion, 7th Cavalry Regiment, into the valley on a search-and-destroy mission. He did a cautious aerial reconnaissance by helicopter and selected a football field–sized clearing at the base of the Chu Pong Massif, a 2,401-foot-high piece of ground that stretched to the Cambodian border and beyond for several miles. The sketchy American intelligence Moore was provided said the area was home base for possibly a regiment of the enemy. In fact, there were three North Vietnamese Army regiments within an easy walk of that clearing, or the equivalent of a division of very good light infantry soldiers.

Two of those enemy regiments had already been busy since arriving in the Central Highlands. In mid-October, the 32nd Regiment had surrounded and laid siege to the American Special Forces camp at Plei Me. Although they could have easily crushed the defenders—a 12-man American A-Team and 100 Montagnard mercenary tribesmen—the enemy dangled them as bait, hoping to lure a relief force of the Army of the Republic of Vietnam (ARVN) out of Pleiku and into an ambush laid by their brothers of the 33rd Regiment.

The US is pushing the UN to authorise not just a no-fly zone over
Libya, but also the use of air strikes to stop the advance of forces
loyal to Muammar Gaddafi.
Washington's ambassador to the UN, Susan Rice, said on Wednesday that
a no-fly zone would have only a limited use, and that the Obama
administration was working "very hard" to pass a new resolution, which
would authorise the use of aerial bombing of Libyan tanks and heavy
artillery.
The UN security council is planning to vote on the resolution late on Thursday.
After a day of intensive negotiation in New York, Rice told reporters:
"We need to be prepared to contemplate steps that include, but perhaps
go beyond, a no-fly zone at this point, as the situation on the ground
has evolved, and as a no-fly zone has inherent limitations in terms of
protection of civilians at immediate risk."
The draft, supported by the US, Britain, France and Germany, reflects
a significant shift by Washington, alarmed by the speed at which the
uprising is collapsing and concerned at the possibility of a massacre
in the rebel stronghold of Benghazi.
Until this week, the US had been totally opposed to becoming involved
militarily in Libya.
"We are interested in a broad range of actions that will effectively
protect civilians and increase the pressure on the Gaddafi regime to
halt the killing and to allow the Libyan people to express themselves
in their aspirations for the future freely and peacefully," Rice said.

In 1969, President Richard Nixon and his National Security Advisor,
Henry A. Kissinger, unleashed B-52 carpet bombing for over fourteen
months against a people who still tilled the soil with water buffalo.
The 3,500 bombing sorties resulted in 600,000 deaths. The American
bombing of Cambodia was a closely guarded secret primarily because the
U.S. was not at war with Cambodia.
Not only did Nixon and Kissinger not seek the necessary approval from
Congress to bomb Cambodia, they tried to conceal the bombing not only
from the American public but Congress as well. Nixon and Kissinger
believed that these hideous lies were imperative to hold on to South
Vietnam as part of the American Empire..
American and South Vietnamese assaults in Cambodia, a country whose
neutrality the U.S. claimed to respect, caused massive, unconscionable
death and destruction. The Finnish Inquiry Commission referred to the
number of deaths as genocidal. According to the Commission, 600,000
Cambodians died out of a population of 7 million and another 2 million
people became refugees. Carlyle Thayer, an Australian Indochina
specialist, estimated the number of dead at 500,000 of which 50,000 to
60,000 were executions. The CIA estimated that 600,000 had died.

Rebels say Gaddafi will not be pursued if he quits

TRIPOLI, March 8 (Xinhua) -- Rebels will not pursue Libyan leader Muammar Gaddafi over crimes they say he has committed if he steps down from his post in the next 72 hours, the head of the rebel National Libyan Council told Al-Jazeera TV on Tuesday.

Irish president appoints opposition leader as prime minister

DUBLIN, March 9 (Xinhua) -- Irish President Mary McAleese Wednesday appointed opposition leader Enda Kenny as the country's new prime minister.

During a formal ceremony at the presidential office, McAleese signed the warrant of appointment and presented Kenny with his seal of office and a seal of government.

Kenny was elected as prime minister by 117 votes to 27 during the first session of the 31st Dail, lower house of parliament.

In his first address to parliament as prime minister, Kenny said the country was on the threshold of fundamental change.

The Irish prime minister said he was entering into a covenant with the public and that honesty was his only policy.

"Our lives and our futures are predicated on one thing -- truth. I am entering into a covenant with the Irish people today. Our new government will tell the people the truth, no matter how difficult that may be," he said.

"I believe the old ways, the old politics damaged us not just financially but emotionally and psychologically. Our program for government is fair and is truly radical. We will achieve our objectives working side by side with the Irish people," Kenny said.

"Let us believe in our future. Let us lift up our heads and turn our faces to the sun and hang out our brightest colors. We will make our nation proud, prosperous and respected again."

Later, Keny named his cabinet team in the Dail, after which the new ministers traveled to the presidential office to receive their seals of office.

Labor Party leader Eamon Gilmore was named as deputy prime minister and minister for foreign affairs and trade, one of five Labor cabinet posts, with Fine Gael having 10.

Fine Gael and Labour started talks on the formation of a coalition government on Feb. 28. The talks were complex, with the parties at odds over the length of time it will take to turn around the budget deficit, tax, public sector cuts, water charges and how to tackle bondholder responsibility for banking debts.

Ireland held an early general election on Feb. 25, the country' s first national poll since its financial bailout in late November. Final counting results shows that the Fine Gael has won the crucial poll, taking 76 seats of the 166-seat Dail Eireann, but without an overall majority. According to government workers, almost all government departments
have turned into private family ministries because the wives of the
ministers are meddling in the state business of their husbands, such
as ordering the demotion or promotion of government workers. At some
ministries, some ministers will nominate their children to important
positions. But, all of this is old news in Cambodia.

Hun Xen said that he heard the complaints raised by government workers
in a number of ministries that are involved with this problem, and he
compared the situation to the old proverbs whereby the husband would
be a captain, the wife a major, and their children colonels. This
reason stems from the fact that ministers' wives meddle in their
husbands' state affairs.

Hun Xen asked his ministers to tell their wives to just sleep at home
because the government workers really hate their husbands due to their
wives and children who rule over them. Hun Xen said that some
ministries have turned into the ministers' wives organization.

Hun Xen's speech was welcomed by loud applauses. These applauses are
mockery to these Chumteavs who like to meddle in their husbands' state
affairs, they are also sound of mockery to the ministers who allow
themselves to be led by the nose by their wives.

adopted a resolution condemning Vietnam's occupation of Cambodia as a

against, and 5 abstentions.

Oct. 21, 1986 The UN General Assembly adopted a resolution A/RES/41/6,
by vote of 116-21 with 13 abstentions, calling for a withdrawal of
Vietnamese forces from Cambodia.

There are two techniques that can be useful in developing the foresight that is a hallmark of effective leaders.

Practice Crisis Anticipation
The first is called "crisis anticipation" and it involves looking ahead as far as you can and asking, "What could possibly change or go wrong that would threaten our survival?"

Think About the Worst Possible Event
For example, what would you do if interest rates doubled, as they have done in the past? What if your best-selling product, or service, suddenly stopped selling, as often happens in high-tech industries in times of rapid change. What if a key executive died unexpectedly or your offices with all your records were destroyed by fire? What if you lost your key customer or major source of revenues?

These and other questions can only be asked and considered by the leader, the person ultimately charged with the overall responsibility for results. The failure to think through possible crises in advance can open you and others to fear, panic and confusion if something goes wrong.

Plan for a Crisis
The Greek philosopher Epictetus said, "Circumstances do not make the man; they merely reveal him to himself." A crisis is the genuine test of courage and effectiveness in a leader. Determine What Can Go Wrong

Such a disclosure normally might have sparked a huge scandal. However, the commencement of the attack on New York City and Washington in the morning would assure that the story remained buried. The Comptroller of the Pentagon at the time of the attack was Dov Zakheim, who was appointed in May of 2001. Before becoming the Pentagon's money-manager, he was an executive at System Planning Corporation, a defense contractor specializing in electronic warfare technologies including remote-controlled aircraft systems. Zakheim is a member of the Project for a New American Century and participated in the creation of its 2000 position paper Rebuilding America's Defenses which called for "a New Pearl Harbor."
Estimates of the sums of money missing vary wildly. A 2003 report put the amount missing at "more than a trillion dollars."
